Description
BPF-02 Stage 3 (Negotiation) can be skipped. Users can advance from Stage 2 (Proposal) directly to Stage 4 (Contract Signed) without completing any Negotiation fields — Counter-proposal Value, Decision Date, Negotiation Notes all empty. Stage gate enforcement is missing. A corporate contract could be marked "Signed" with no negotiation record, breaking the audit trail and contract compliance process.
Root Cause
Stage gate condition was not applied to BPF-02 Stage 3 when built in Sprint 4. BPF-01 has this correctly configured (Stage 2 requires Triage fields before advance). The same logic was omitted on BPF-02 Stage 3. Tom Hadley investigating — fix is a stage gate condition application. Estimated 10 Nov.
